Despite ongoing growth in tech hiring, structural shortcomings in education are preventing Europe from meeting its ambitious employment targets. Although the forecast indicates a significant deficit, overall employment within Europe’s digital economy has shown consistent long-term growth over the past decade. Eurofound’s data reveals that the number of ICT specialists in the EU increased from 5.6 million in 2011 to 10.3 million in 2024, an overall rise of 81 percent. During this period, ICT professionals’ share of total employment grew from 3 percent to 5 percent. However, sector growth rates of 7 to 8 percent annually are still inadequate to bridge the gap needed to reach the 20 million target set by European policymakers for the end of the decade.
Significant disparities in digital employment remain among EU member states. Eurofound’s report shows that ICT specialists constituted 8.6 percent of total employment in Sweden, 8 percent in Luxembourg, and 7.8 percent in Finland in 2024. In contrast, digital experts made up only 2.5 percent of the workforce in Greece and 2.8 percent in Romania. Growth trends also varied substantially, with Estonia more than doubling its ICT workforce share from 3.4 percent to 7.2 percent between 2011 and 2024, while other countries experienced minimal increases during the same period.
Educational Gaps Push EU Firms Toward International Recruitment
Surveys across European companies revealed that 57 percent of firms struggling to fill IT vacancies faced significant recruitment challenges in 2024. Critical shortages are most acute in senior engineering roles and niche technical fields such as cybersecurity, AI, generative AI, and cloud infrastructure. To address these operational gaps, firms have increasingly turned to global talent pools, resulting in the percentage of ICT specialists born outside the EU rising from 9.2 percent in 2021 to 11.9 percent in 2024.
Gender imbalance remains a key obstacle to expanding Europe’s digital talent pool. Eurofound’s findings show that women accounted for fewer than one in five ICT specialists across the EU in 2024, representing only 19 percent. Moreover, gender pay disparities in the broader information and communications sector reached nearly 20 percent in 2022, surpassing the economy-wide average of 13 percent. The underrepresentation of women limits the digital talent pool to less than three quarters of its potential, restricting diverse innovation in technology development, Eurofound researchers noted.

The report emphasizes that while ICT roles typically offer higher-than-average pay, advanced skills and quality employment do not fully address the structural labor shortage. As the EU anticipates falling short of the 2030 ICT employment goal by 5 million workers, experts stress that bridging this gap will require coordinated policy measures to bolster domestic education systems and facilitate intra-EU workforce mobility.
