First Deputy Prime Minister Denis Manturov highlighted this year-on-year rise in the latest update concerning Russian exports. The data excludes the country’s traditional raw materials and energy shipments. These figures, denominated in U.S. dollars, follow a growth trend observed during the first half of 2026.

Anton Alikhanov, Minister of Industry and Trade, noted that small and midsize enterprises contributed $15.9 billion to the total export figure for the seven months. This constitutes approximately 17% of Russia’s non-resource, non-energy exports during this period. Currently, about 42,700 small and midsize firms are involved in exporting activities. Additionally, SMEs made up 1,042 of the 1,341 applications received for the 2026 Exporter of the Year awards. These applicants represented 76 Russian regions across all eight federal districts.
Data from the first half of 2026 shows Russia’s industrial non-resource, non-energy exports reached $58.8 billion between January and June. In the same period of 2025, the figure was $57.1 billion, indicating approximately 3% year-on-year growth within this sector. The Industry and Trade Ministry identified several manufacturing categories with higher foreign sales, providing more insight into the sectors driving Russia’s non-resource export success in 2026.
Growth observed across major industrial segments
Exports of chemical products grew by 5.3% in the first half of 2026 compared to the same period in 2025. Mineral and chemical fertilizer exports increased by 10.4% over these six months. Shipments from metallurgy and precious metals saw a 5% rise, while light industry experienced a 25% growth. Pharmaceuticals, perfumes, and cosmetics also saw an 11% increase. These figures pertain to industrial shipments classified under Russia’s non-resource, non-energy export category, with all growth rates comparing January through June 2026 to the same months in the previous year.
For the full year of 2026, Russia aims for non-resource, non-energy exports to reach $155.25 billion, with industrial goods comprising $116.95 billion of that target. Russia reported $163.7 billion in such exports during 2025, meaning the 2026 goal is roughly 5% below the previous year’s total. These targets are part of Russia’s International Cooperation and Export national project, which encompasses industrial products, agricultural goods, and export infrastructure development.
Russia’s long-term export goals for non-resource goods
The International Cooperation and Export initiative also sets a target for 2030 of $248.1 billion in non-resource and non-energy merchandise exports in nominal terms. This figure represents a 67% increase over the baseline level established in 2023. Of this total, industrial products are expected to account for $192.9 billion. The Russian Export Center is actively involved in supporting these efforts through various digital services tailored for companies engaged in international trade.
